Saint Lucia Prime Minister Philip J. Pierre has announced the launch of an official investigation into the circumstances surrounding the fatal maritime accident that claimed the lives of four young people, all from the southern communities of Soufriere and Choiseul.
Lawyers, maritime experts and police investigators will be responsible for providing an explanation for this violent encounter.

Four young victims
The bodies of Marley Williams and 25-year-old Tyrone Eliwick of Soufriere were finally discovered near Anse-la-Rey on the morning of Wednesday, July 22, 4 days after the collision.
Debbie Dolor, 25, and Mhakeida Nestor, 21, the young women who died in the accident, were found the night of the incident.
Fourteen passengers were treated for various injuries.
In Saint Lucia, there is mourning in the communes of Soufriere and Choiseul.
Very strong collision
On the night of July 18, 2026, 18 people were traveling on two boats. Mango Tours headed south towards Soufriere, while Ocean Angel headed north.
The two boats collided off the coast of the Canary Islands city, located a few kilometers south of the capital Castries. Mango Tours sank and Ocean Angel suffered significant damage.
Boat owners operated boat taxis and organized excursions. They had many years of experience in the field of maritime transport and tourism.

Strengthening Saint Lucia’s maritime laws
In 2023, the government of Saint Lucia tightened maritime legislation. To operate commercial vessels, you must obtain a license. Candidates must study theoretical and practical navigation.
Boats must be equipped with safety equipment. For night navigation, navigation lights must be operational.
There are rules regarding the permitted decibel level on board and the use of alcohol and drugs at sea.
If violated, the boat’s permits and licenses will be suspended.
